How To Share Internet Connection With A Maximum Amount Of Bandwidth On Each Computer?

I have ADSL connection with 1mbps of bandwidth. I have 2 computers connected to a switch and the internet bandwidth is shared among the computers. If the the other computer downloads a file from the internet the other computer slows down. Is there a way so that the 2 computers will have access to the maximum amount of bandwidth?

    Most of the time a computer network will delegate the majority of usage to an individual computer/connection to a point, the router/switch will do this automatically to optimize that computers usage.
    The only way to correct this would normally be a router with a set of rules for each connection using the signal.
